Proposal Summary:
MSI, a Tetra Tech Company, is bidding to provide Third-Party Monitoring (TPM) services under a World Bank Framework Agreement to support project oversight in fragile and conflict-affected settings globally. The initial framework agreement will span five years, with a possible extension of an additional five years based on performance. TPM activities may be conducted in regions including Africa, the Middle East, South Asia, Latin America, and Eastern Europe, with specific country assignments determined by purchase orders. The objective is to independently monitor implementation progress, fiduciary compliance, and environmental and social safeguards across a range of World Bank-financed operations. Through physical site visits, financial reviews, stakeholder engagement, and data-driven reporting, MSI will help ensure that project funds are used for their intended purposes and in accordance with legal and procedural standards. The work will be delivered in close coordination with the World Bank and implementing partners, with an emphasis on adaptive methods, secure data handling, and local engagement.
Position Summary:
The Health Specialist will provide expert guidance in the health sector by developing clinical checklists and supervising medical record reviews to ensure quality and accuracy. They will monitor compliance with established service delivery indicators, ensuring that health programs meet required standards. This role requires close collaboration with healthcare providers and stakeholders to uphold clinical best practices and support continuous improvement in service delivery.
Responsibilities:
• Develop clinical checklists and health-specific monitoring tools and indicators in collaboration with the Team Lead and implementing agencies.
• Supervise medical record reviews to ensure accuracy and compliance with service delivery standards.
• Ensure adherence to health service delivery indicators and regulatory requirements across programs.
• Oversee the implementation of data collection protocols in the health sector and provide training and technical support to field teams.
• Analyze health sector data to identify key trends, outcomes, and implementation challenges.
• Contribute to the triangulation of health data with implementation partners and World Bank technical staff to validate findings.
• Draft and review technical components of Third-Party Monitoring (TPM) reports, ensuring clarity, relevance, and evidence-based findings specific to health services.
• Support quality control and validation of findings across health sector teams and country contexts.
• Engage in learning and adaptive practices to enhance TPM service delivery in the health sector.
• Provide mentoring and guidance to health sector specialists and analysts to strengthen technical capacity.
Qualifications:
• Master's degree in Public Health, Medicine, Health Sciences, or a related field, with a minimum of seven (7) years of experience in health program monitoring and evaluation.
• Prior experience working with the World Bank and demonstrated understanding of World Bank procedures, operational frameworks, and reporting standards in the health sector.
• Proven experience designing and managing health-specific monitoring frameworks or evaluations, preferably in complex or Fragility, Conflict, and Violence (FCV) settings.
• Experience developing clinical checklists, supervising medical record reviews, and ensuring compliance with health service delivery indicators.
• Experience planning and leading focus group sessions and integrating health sector best practices into verification frameworks.
• Deep regional experience in one or more World Bank regions (Africa East & West, East Asia and Pacific, Europe & Central Asia, Latin America & Caribbean, Middle East, North Africa, Afghanistan, South Asia).
• Experience supervising or mentoring health sector technical staff and engaging with government or multilateral health stakeholders.
• Strong skills in health data analysis and interpretation.
• Proficiency in report writing and presenting technical health findings to diverse audiences
• Fluency in English required; additional languages relevant to TPM countries preferred.
