Human Resource Principal (Project Management)



Sierra7, Inc. is seeking a Human Resource Principal who will perform complex and expert-level duties in one or more key HR functional areas, including classification, staffing, recruiting, benefits administration, employee/labor relations, and retirement counseling. This position will play a vital role in supporting the iFAMS Deployment Team within the FMBT Program by ensuring human capital readiness, compliance, and workforce planning across all deployment phases. The HR Principal may lead or coordinate HR workstreams and provide strategic advice aligned with federal HR policies, procedures, and VA-specific requirements.

Position Responsibilities:
Provide expert HR support across one or more functional areas, including classification, staffing, recruitment, employee and labor relations, benefits, or retirement counseling.
Interpret and apply federal regulations, VA policies, and HR best practices to advise program leadership and project teams.
Lead or contribute to strategic workforce planning and staffing efforts supporting phased deployment of the iFAMS system across VHA offices, VISNs, and medical centers.
Assist in recruitment and onboarding efforts for project and deployment support teams.
Support organizational change management and transition planning by aligning HR activities with stakeholder engagement, training, and readiness efforts.
Ensure personnel actions and decisions are compliant with VA policies, Office of Personnel Management (OPM) regulations, and union agreements where applicable.
Analyze and address complex HR issues, proposing data-driven solutions and advising on technical or sensitive matters (e.g., classification disputes, labor grievances).
Provide support in reviewing HR artifacts for compliance with Section 508 accessibility standards as needed.
Collaborate with other functional leads to contribute to project documentation such as workforce transition plans, staffing models, change readiness assessments, and organizational charts.
Serve as a point of contact for retirement-related inquiries and may counsel employees on retirement processing and benefits eligibility.
