Purchasing Specialist (Finance)

Job Summary

Under the direction of the Purchasing Manager, the Purchasing Specialist is responsible for conducting procurements in accordance with internal policy, customer requirements, including the Federal Acquisition Regulation (FAR), other U.S. Government agency acquisition rules and regulations and U.S. public laws and statutes. This individual is responsible for ensuring timely and accurate processing of solicitations, evaluations of proposals, support of complex negotiations and executing awards, while assessing risk and responding to changes in demand or disruptions in the supply chain.

Education & Experience

Required:

• Bachelor's degree or equivalent experience
• U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 3 years general business and contract related experience
• 2+ years recent Purchasing experience
• Proficient with Microsoft Word, Excel, and Internal research

Preferred:

• 3+ years professional experience in purchasing or supply chain
• PeopleSoft Experience
• FAR knowledge or experience with government purchasing
• Proven track record in supporting complex, high-value federal contracts and supplier relationships
• Strong understanding of federal acquisition processes, including source selection, contract negotiation, and documentation compliance

Key Responsibilities

• Communicate with suppliers to obtain quotes, place orders, and track delivery schedules.
• Create, process, and monitor purchase orders to ensure accuracy and timely fulfillment.
• Research suppliers, products, and market trends to identify cost-saving opportunities and reliable sources.
• Ensure purchases align with company policies, budgets, and regulatory requirements (e.g. FAR and DFARS).
• Maintain accurate records of purchases, contracts, and supplier interactions in procurement systems.
• Work with internal departments to understand purchasing needs and provide timely support.
• Assists departments in obtaining pricing and other information from vendors as well as reviews contracts and assists business units in the management of contractual obligations of the vendor to ensure that all terms and conditions are met.
• Prepares formal Request for Proposal/Quotations and documentation to support vendor selection.
• Prepares and disseminates information regarding contract status, modifications, etc.
• Maintains logs of expiration notifications produced by the system; documents business unit feedback in contract management system.
• May conduct research to support contract audit and or facilitate business unit contracting trends.
• Responds to complex inquiries regarding contract financial terms, revisions, and amendments.
• Communicates contract management policy and practice to internal business units.
• Responsible for consultation and escalation to business unit and/or VP on issues which are not solved satisfactorily in a timely manner.
• May participate in development of less complex business alliances and partnering agreements.
• Maintains desk procedures and business unit reference guides as necessary.
• Acts as liaison between Legal and Finance departments.
• Performs other duties as assigned.
• Regular and reliable attendance is required.

Problem Solving / Analysis: Ability to solve problems through systematic analysis of processes with sound judgment; has a realistic understanding of relevant issues.

Technical Skills: Knowledge of corporate policies and procedures; knowledge of contracting concepts and Federal Acquisition Regulations; analytical and communication skills.

Working Conditions

Working Conditions:

• Works within an office environment with minimal travel required
• Level II IT security clearance required

TriWest job postings typically include a salary range, which can vary based on the specific role and location, but generally this position ranges from around $59,000 - $66,000 per year.
