Product Owner (Finance)

Salary Range: $120K-$125K (depending on experience)


Work Location:
This is a remote position (see on-site requirements below).

**On-Site Requirements: On-boarding will require 1-2 visits to Patuxent River, MD for candidates that are local to the area. Candidates out of state will be onboarded virtually. Training will be virtual and telework maximized/permitted to the greatest extent possible, however for local candidates, training/tasking may require on-site work a few hours per week. Future on-site/telework requirements/schedules may change as additional client direction is received.

Description:
The successful candidate will directly assist the government project leadership in managing the projects under the PLM pillar of the Logistics IT vision. They will help manage software requirements and the AGILE software development life-cycle of a fielded system, and support Modernization of the system into new technologies. They will act as a liaison between the USN Fleet representatives, the PEO(CS) LOGIT Aviation Logistics Environment Team, and the contractor development teams.

Essential Functions:

  • Contribute to several software-related project functions for AvPLM by supporting Agile and Dev/Ops implementation activities; collaborate between self-organizing and cross-functional teams.
  • Collaborate with teams to understand business strategies, vision, and prioritize business capabilities, and assess business and related technical solutions.
  • Apply advanced skills and experience in systems development, detailed knowledge of business processes, technical background to implement business solutions.
  • Assist with stakeholder engagement sessions/workshops to elicit and document business and technical requirements.
  • Capture/manage product specifications, use cases, and acceptance criteria in Application Lifecycle Management (ALM) tools.
  • Identify new methods and technologies that meet the requirements of the system and make recommendations for modernization of the system.
  • Support/provide training and product demonstrations to current and new stakeholder communities.
  • Other duties as assigned or required.

Requirements

Required:

  • Strong attention to detail, well organized and ability to self-prioritize multiple activities.
  • Solid understanding of the software development lifecycle and Agile Scrum methodology.
  • Participate in requirements elicitation and management meetings, as well as the contractor AGILE ceremonies.
  • Ability to adapt quickly to support emerging customer needs/requirements.
  • Business proficiency in developing and presenting technical information, and presentations to non-technical audiences.
  • Experience using Application Lifecycle Management tools (Jira, TFS, Azure).
  • Strong interpersonal skills to include written and verbal communications.
  • Bachelor's degree and 3 years of experience performing the duties listed above, or a total of 7 years of work experience in lieu of a Bachelor's with an associate degree, or a total of 9 years of work experience in lieu of an associate degree with a High School Diploma.

Desired:

  • Agile Product Owner Certification.
  • Experience with deployment of applications within the NAVAIR hosting environments.
  • Familiarity with Logistics Data.
  • Experience with Microsoft Office products, including Microsoft Teams.
  • At least two (2) years of experience with PLM software, Siemens Teamcenter® preferred.

Security Clearance:

  • Active Secret clearance required. Requirements to obtain a clearance include US Citizenship, security investigation, etc.

Education:
  • Bachelor's degree and 3 years of experience performing the duties listed above, or a total of 7 years of work experience in lieu of a Bachelor's with an associate degree, or a total of 9 years of work experience in lieu of an associate degree with a High School Diploma.
