Large Capital Projects Manager-Texas Region (Finance)

The Plant Greenfield Project Manager will collaborate with local management teams on all aspects of capital planning, budgeting, and project management for growth capital projects in the hot mix asphalt, ready-mix concrete, and aggregates businesses across Texas. This includes but is not limited to supporting the local management teams in executing their strategic growth plans by preparing cap-ex requests, working with local government entities in obtaining local permits, working with the internal environmental team to obtain required environmental permits, working with various engineering firms, working with local utility providers and helping support the local operations teams manage the project budget.

Key Responsibilities (Essential Duties and Functions)

  • Led large capital projects to ensure a seamless transition into plant operations.
  • Lead multiple complex projects across Texas.
  • Liaise with the local management teams to meet all key stakeholders' needs.
  • Translate operational needs into project requirements and specifications.
  • Develop a "Best Practice Playbook" for future greenfield projects that can be shared across the wider CRH/Americas Materials group.
  • Establish budget in collaboration with the local management team.
  • Establish and maintain a project schedule.
  • Optimize plant layout and flow to maximize the customer experience and enhance project value.
  • Meet with local management teams and local government entities to help achieve desired outcomes.
  • Develop and manage feedback loop and communication cadence around ongoing projects.
  • Work closely with finance/accounting teams to ensure budgets are set up, phased, cost, and accounted for correctly.
  • Educate oneself about the rules and requirements outlined in the CRH capital expenditures policy and adhere to the stated policies.
  • Work closely with regional and local procurement teams.
  • Initiate and maintain liaison with the prime client and architectural and engineering contacts to facilitate construction activities.
  • Must serve and support multiple key stakeholders across the business.
  • Identify and support sustainability opportunities within capital projects.
  • Assume additional responsibilities as directed by corporate executives.

Qualifications

  • Project management experience.
  • Plant Operations experience
  • Must be detail-oriented with a high level of organizational skills.
  • Must be proficient at developing and managing project budgets, forecasts, and job phasing.
  • Competency with Microsoft Excel, Word, and PowerPoint.
  • Ability to lead multiple complex projects and budgets simultaneously.
  • Must be proficient in reading and understanding engineered drawings.
  • Strong organizational and communication skills
