Manager Service Delivery, Tower Permitting (Maintenance)



Position Title: Manager Service Delivery (M2)

Role

This position carries a high level of responsibility managing a team responsible for obtaining all tower order-related zoning and permitting government approvals.  A successful manager will use cross-functional project teams to provide services to both internal and external customers to meet project timelines on time and on budget while also maximizing services revenue when appropriate.  The manager must be a thoughtful leader, with the proven ability to build relationships, foster trust, and influence jurisdictions.

Responsibilities

  • Manage Permitting team in all aspects of submitting and acquiring zoning and municipal permit approvals.
  • Serve as liaison between Crown Castle Project Delivery, Sales, Governments Affairs, and Legal groups to resolve any permitting and/or zoning issues.
  • Lead the team on review of authorizations analysis, agreements, and review of municipal code and/or zoning ordinance changes in collaboration with Government Relations Counsel. Provide input based on the strategic needs of the Market to protect Crown Castle's regulatory rights and ability to install and operate networks in collaboration with Government Relations Counsel.  This will include management of Shot Clock compliance.
  • Responsible for executing local government collaboration with Project Delivery, A&E, and Sales to develop accurate project plans, budgets, and quarterly guidance for securing required entitlements.
  • Lead team to achieve forecasted financial expectations.
  • Responsible for application to permit complete timeline ensuring disciplined delivery throughout the process to expedite customer's use of our site while maintaining Crown Castle standards and policies. This includes responsibility for the team's accurate forecasting and reporting.
  • Provide training and supervision for the team and internal functions.
  • Develop and maintain relationships with municipalities, including, but not limited to Code Enforcement Staff, Building Inspectors, Members of City Councils, Planning & Zoning Staffs, Commissions and various neighborhood groups. Represent Crown Castle at municipal meetings to obtain all required zoning approvals.
  • Based on research, provide advice to internal clients regarding zoning and permitting requirements for jurisdictional approval.
  • Identify and evaluate potential risk on a per project basis and present solutions to keep projects moving forward.
  • Ensure team is following all necessary internal processes and procedures pertaining to zoning and permitting.

Education/Certifications

  • Bachelor's Degree in Business, Urban Planning or other relevant subject or equivalent work experience required.
  • Juris Doctorate from an accredited law school may be considered in lieu of experience.

Experience/Minimum Requirements

  • Five (5) or more years proven experience working in a municipality in a Planning, Zoning, and/or Land Use capacity or Wireless Industry required or equivalent in a comparable industry or relevant military experience.
  • Direct people leadership experience preferred.
  • Must be experienced in navigating corporate environment and working within a corporate group context.

Expectations

  • Advanced knowledge of Federal, State and Local planning, zoning codes and regulations affecting Tower site development.
  • Experience in presenting and speaking to the public and governmental entities.
  • Familiar with requirements for zoning applications and supporting documentation including presentations for neighborhood or public hearings as required by local jurisdictions or as requested by respective property owners.
  • Excellent organization skills, the ability to coordinate multiple projects within a fast-paced environment and retain detailed project information.
  • Ability to direct a team by setting goals and priorities to facilitate achievement of area.
  • Comprehension and understanding of construction plans, standards, terminology, and surveys.
  • Ability to problem solve and provide solution alternatives
  • Ability to comprehend financial metrics and identify remedies to financial issues.
  • Customer service orientation with a strong problem-solving approach.
  • Excellent written and verbal communication skills

Organizational Relationship

Reports to:  Sr. Manager Service Delivery

Title(s) of direct reports (if applicable):  Permitting Specialist

WORK PLAN: This role falls into our hybrid work model, which is 2-days work from home (Monday and Friday) and 3-days in the office (Tuesday through Thursday) to optimize collaboration, relationship building and key stakeholder engagement and may require some travel as needed.

Compensation
The salary range offered for this position is $108400 - $149100 annually. A candidate's offer is determined by various factors including but not limited to, depth of experience, role-related knowledge and skills, relevant education or training, internal alignment, and work location. Depending on the position offered, the compensation package may also include incentive compensation opportunities in the form of a discretionary annual cash bonus or commissions, and equity incentives.
