Finance Business Process Manager I/II/III (Finance)



Job Description:

Summary:
Within the Finance group (and in support of the Health Plan Finance organization), this position develops and manages work plans for corporate / strategic, Finance based and/or procedure & controls related processes. Incumbent is responsible for comprehensive plan development, effective process management, proactive contingency planning and timely and accurate performance monitoring and reporting.

Essential Accountabilities:

Level I
• Plans, directs, and coordinates matrixed team activities to achieve targeted process outcomes. In addition, plans, schedules, monitors, and reports on activities related to the process. Leads the process team(s) in determining customer requirements and translating requirements into operational plans.
• Meets with management, sponsors, and project teams to review process scope/progress and resolve process issues.
• Establishes appropriate metrics for measuring key project criteria. Develops, proposes, and negotiates process proposals, quotations, and add-ons to leadership and the customer. May be responsible for preparing incoming management for transition from implementation to operating stage. Maintains currency on emerging technologies and project management techniques and ensures that the project meets time, cost and quality parameters.
• Manages the customer's expectations by directing and managing the process improvement solution concept to ensure it meets the customer's needs.
• Ensures that departmental practices comply with State and Federal laws as well as adherence to corporate, divisional, and departmental policies, standards and procedures.
• Selects and applies appropriate tools to accurately estimate and plan the work of teams or process groups within agreed policies. Produces work plans according to required standards. Works with colleagues to produce/recommend/develop long-term plans.

•Maintains high regard for member privacy in accordance with the corporate privacy policies and procedures.

Level II (in addition to Level I Accountabilities)
• Represents Managers and Directors of supported areas in all pertaining to related projects, including decision-making responsibilities, attendance at Corporate and regional committees, meetings and workgroups.
• Determines, monitors, and reviews all process economics to include process costs, operational budgets, staffing requirements, process resources, and process risk. Identifies and assembles the appropriate blend of talent and additional resources to meet process needs and requirements.
• Formulates contingency plans to address schedule revisions, workforce adjustments, fund allocations, and work requirements. Ensures adherence to legally binding requirements and customer long-term strategic goals. Controls process requirements, scope, and change management issues.
• Coaches and counsels members of cross-functional teams to accomplish processes, meet established schedules, or resolve technical/operational issues.

Level III (in addition to Level II Accountabilities)

• Serves as a Change Leader, developing and implementing strategies that will benefit Heath Plan.
• Represents Vice presidents of supported areas in all activity pertaining to related processes, including decision-making responsibilities, attendance at Corporate and regional committees, meetings and workgroups.
•Formulates contingency plans to address schedule revisions, workforce adjustments, fund allocations, and work requirements. Ensures adherence to legally binding requirements and customer long-term strategic goals. Controls process requirements, scope, and change management issues.

Minimum Qualifications:

All Levels
• Bachelors' degree in relevant field. Expert knowledge of Health Plan Financial systems, processes, operating teams, and their functions.
• Minimum of 5 years demonstrated performance in a related area and minimum of 3 years of Project Manager Experience
• Experience in health care or related field preferred
• Demonstrated leadership skills.
• Demonstrated skills in implementing application and process solutions utilizing a structured SDLC.
• Demonstrated skills in developing and achieving project scope, costs, and planning.
• Demonstrated skills in forming and fostering high performance, cross-functional teams.
• Demonstrated knowledge and experience of health insurance industry and company business.
• Advanced communication skills required.
• Demonstrated skills in quality principles, especially root cause analysis and problem solving.
• Demonstrated experience with Quality principles and tools. Demonstrated business problem solving skills.
• Very strong analytical and business process development skills.
• Intermediate MS Excel skills required.
• Demonstrated competence in staff leadership and process leadership tasks.
• Process skills required: Intermediate Demonstrated skills in conflict resolution.
• In-depth knowledge of management structures and reporting procedures.
• Acts professionally at all times and encourages professional standards among staff.
• Keeps abreast of latest advancements in systems tools, techniques and corporate protocols, such as testing tools and procedures to best meet the business requirements of the Corporation.
• Writes and speaks fluently on all aspects of work. Communicates effectively with users/customers, colleagues 2-3 levels up/down and across a range of disciplines, and all levels of management. Directly negotiates with and functions as a liaison between functional partners, users, and suppliers.
• Lean Six Sigma Yellow Belt or equivalent discipline certification preferred

Level II (in addition to Level I Qualifications)

•Minimum 5 years process improvement experience required
•Advanced process skills required
•Advanced MS Excel skills required
•Lean Six Sigma Green Belt or equivalent discipline certification preferred

Level III (in addition to Level II Qualifications)

•Minimum 8 years process improvement experience required.
•Lean Six Sigma Black Belt or equivalent discipline certification preferred

Physical Requirements:
• May require travel across regions.

Compensation Range(s):

Level I: Grade E3: Minimum $60,410 - Maximum $106,929

Level II: Grade E4: Minimum $65,346 - Maximum $117,622

Level III: Grade E6: Minimum $79,068 - Maximum $142,322

The salary range indicated in this posting represents the minimum and maximum of the salary range for this position. Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position's minimum qualifications, in addition to internal equity. The posted salary range reflects just one component of our total rewards package.
