Non-Federal Share Specialist (Project Management)

Purpose:
To monitor the comprehensive system designed to ensure that the YWCA Metro St. Louis Early Education Program achieves and maintains full compliance in meeting the annual Non-Federal Share match in accordance with Federal regulations. The successful candidate will:

Assess the programs current Non-Federal Share protocols and
systems, make recommendations as needed.
Maintain Federal Grant, as identified by the Head Start Act of 2007,
Office of Management and Budget (OMB), and Health and Human
Services (HHS) Grant Policy Statement, Part II

Job Duties:
Provide training to all staff on Non-Federal Share In-Kind as it relates to the tracking database, Learning Genie.Maintain documentation/records on all Non-Federal Share In-Kind by fiscal year (i.e. volunteers, supplies, space, and home-based Early Head Start) for annual auditing purposes.Apply criteria for acceptable Non-Federal Share In-kind based on cost principles of reasonable, allocable, and allowable, recipient's records, and match for other federal funded programs, as provided in the approved budget plan (grant).Assist with identifying funding to match expansion, one-time supplements, disallowed, or questionable In-Kind and properly shared costs.Generate a monthly program wide In-Kind report, in collaboration with the Volunteer and Reconciliation Specialist, for YWCA Metro St. Louis, Early Education Program, and Childcare Partners.Monitor receipts of In-Kind services for Childcare Partners, Special School District (SSD) and outside vendors to secure the necessary back-up documentation for In-Kind received.Monitor all In-Kind submissions of the YWCA and Partner locations/classrooms to mitigate monthly delinquency. Follow-up on all non-submissions and incomplete documentation.Enter information into Learning Genie/Child Plus for In-kind services/goods received from all sources as well as ascertaining for accuracy.
Formal Education/Experience:
High School Diploma
Knowledge, Skills, and Abilities:
Working knowledge of Head Start policies and procedures to include:
Head Start Program Performance Standards, YWCA Metro St. Louis Fiscal Policies and Procedures, and internal agency operating policies
and procedures. Knowledge of Microsoft Excel software.
Handle multiple tasks simultaneously, work with minimal supervision, and make rational decisions related to administering, analysis, and
troubleshooting of database problems.
